WITH reference to my note of the 8th May last on the subject of the opium trade in China, I have the honour to inform you that my Government has appointed the following gentlemen as American Commissioners to the Joint International Commission to investigate the production and sale of opium in the Far East, which it is proposed to hold at Shanghae next year:--
